Constance Favente is about to turn eighteen, and her life is as close to perfect as it could be. Her father is the favourite to be elected as the next Emperor of Mithersea, and the whole world lies ready before her. Little does she suspect that her entire life is about to come crashing down.

Hiding in the far west of Mithersea with his dragon Benackie, Salazar is invited to join the raid of the century, when disparate groups of pirates and rebels will band together to attack the empire. Their target is Everabide, the imperial capital. With the empire’s army and navy over-stretched and in decline, and with the dragons of Everabide leaving the city to visit a new Sanctuary, the capital lies defenceless.

Constance’s brother Ruben is a Mendicant warrior, posted to patrol the frontier of a rebellious province. While there, he discovers the truth about the planned raid on the capital, and is drawn into a conspiracy with the power to destroy the empire.

Meanwhile, far below the surface of the sea, the Mitherbeast remains asleep; but for how long?
